Director of Government Affairs
Shawn has six years of experience in Virginia government affairs and legislative advocacy, working at the intersection of justice, democracy, and accountability. He has led multiple campaigns that resulted in systemic changes to Virginia's justice system, including establishing independent oversight of the Virginia Department of Corrections, creating a modern system of earned sentence credits in Virginia's prisons, and modernizing the state's probation system.
Shawn has helped shape statewide debates on Second Look legislation, voting rights restoration, independent prison oversight, and access to communication for incarcerated people. His work has been featured in more than 50 media outlets including The Guardian, Associated Press, NBC, Axios, VPM, Virginia Mercury, and USA Today. Whether testifying before legislative committees or collaborating with journalists, he translates policy insight into actionable strategies for reform.
A trusted advisor on both sides of the aisle, Shawn has been named to multiple policy study committees by the Virginia legislature. He works directly with clients, coalitions, and policymakers across Virginia and the broader Mid-Atlantic region to advance reforms and navigate complex legislative environments.
His focus areas include criminal justice reform, civil rights and civil liberties, voting rights, government transparency and accountability, public safety policy, and donor privacy.
